To open an image in camera raw that is not a raw file you go to
File then open image as then
You should see a drop down box at the bottom of the dialog box change that to camera raw then
You find your non raw image then click open and it should open in camera raw

Mrs Sales I use the PC version of CS. If you open mini bridge in PS BROWSE
to the file on mini bridge window then right click and select open in
camera raw.
