I can recommend the free downloadable Photoscape for basic editing and a few effects and the online only Ipiccy, which I use for most of my editing.
I tend to do basic editing cropping, contrast etc with Photoscape and then any of the more advanced effects with Ipiccy, great for editing novices with just one click effects and the ability to adjust the level - no visible layers to work with, but it suits me.
