Best Ultra Wide Lens for a cropped sensor camera?

Can anyone recommend a really nice ultra wide angle lens for my Canon 700D?

I've been looking at the Sigma 10-20mm f/3.5 EX DC HSM and the Sigma 8-16mm f/4.5-5.6 DC HSM?

This review from the link below says Canons own ultra wide lens is not as good as these Sigma lenses.

I have the cheaper sigma 10-20mm but canon have a new wide lens and it also has a 4 stop IS
