Urban photography

I noticed that there is a set subject comp on Feb 12 themed "Urban photography"

Is this prints or projected images?
Is it judged by an external judge or is it an internal vote?
And having had my backside kicked in a B & W set subject comp , is there a definition of what constitutes "Urban photography"?

The final plans for this have not yet been set in stone, but I think a print competition and I have in mind a potential judge, but if that falls through we might try experimenting with a different type of internal judging. Last time was a bit tedious as there was just too much involved.
